It does seem like Brashares did decide to include quite a bit in this book, so I could see what the characters lacked in comparison. But overall I'm still excited to give this book a go! No matter how amazing the world building is, if I can't connect to the characters or they're a touch flat, I just can't get into the story. I like the set up for the story but I still get the feeling like it's your ordinary scifi dystopia and don't really add anything new to the over-saturated subgenre. I will pass the recommendation along to my teens who can't get enough of dystopia to hold them over until the Divergent and Mockingjay movies come out.
